Jack R. Nothstine

Senior Director of Business Development for Parsons Corporation

Jack R. Nothstine is a Senior Director of Business Development for Parsons Corporation.  He grew up in Tidewater Virginia but now lives outside of Detroit Michigan with his wife and two children.   He retired as an Acquisition Officer from the US Army in 2024.  While in uniform, he served as a Program and Project Management professional with a career spanning over 22 years of dedicated service in the United States Army. A seasoned leader and strategic architect, Mr. Nothstine has demonstrated the ability to bridge the gap between complex military requirements and cutting-edge industrial solutions.

Throughout his extensive military tenure, Mr. Nothstine’s career has been defined by his commitment to the warfighter and his direct experience in high-stakes operational environments. His leadership is rooted in a deep understanding of combat readiness with combat tours in both Iraq and Afghanistan.  While in Iraq, he served as a platoon leader in the Kani Bani Sa’ad region, known for its high volatility and intense combat. As the Commander of an Afghan Police Mentoring Team, he held comprehensive oversight of operations and training for US and Afghan forces in Zabul province on the border of Pakistan, conducting patrols, raids and ambushes to defeat enemy forces. This foundational combat-centric perspective informed his later work with the PM Abrams Main Battle Tank program, where he managed a $542 million budget to facilitate enhanced combat capabilities for over 37 brigades worldwide. His work ensured that the most iconic ground combat system in the world remained modernized and lethal for the soldiers relying on it in theater.

Mr. Nothstine is a recognized expert in modernization strategies and large-scale portfolio management. One of Mr. Nothstine’s most significant professional achievements was serving as the Deputy Director of Acquisition for Integrated Visual Systems. In this capacity, he served as the chief negotiator for high-stakes contract discussions with Microsoft regarding the Integrated Visual Augmentation System (IVAS). By successfully executing this acquisition strategy, he ensured that soldiers would have access to next-generation heads-up displays that provide real-time situational awareness, directly impacting survivability and lethality in combat operations.

Mr. Nothstine holds a Master’s degree in History and a Bachelor’s degree in Government and International Affairs. His unique blend of academic insight, multi-billion-dollar budgetary experience, and “boots-on-the-ground” combat leadership makes him a formidable force in the Defense Acquisition Community. He remains committed to driving innovation and process optimization to ensure that the United States maintains its competitive edge in an ever-evolving global landscape.
