Joint Program Office of the FBI’s Critical Incident Response Group
Michael D. Holt, “Mike”, currently leads the Joint Program Office of the FBI’s Critical Incident Response Group (CIRG), addressing Counter-IED and Counter-WMD policy matters. SSA Holt entered on duty with the FBI in December 2007 and was assigned to the Minneapolis Field Office, Bismarck Resident Agency where he worked Violent Crime, Indian Country matters. While in Bismarck, SSA Holt served as a Special Agent Bomb Technician (SABT) and led a multi-agency drug task force targeting drug traffickers on Indian Reservations in North Dakota.
In 2011, SSA Holt transferred to the Chicago Field Office where he served as a full-time SABT working National Security matters. While in Chicago, SSA Holt worked closely with and provided advanced bomb technician training for seven (7) Public Safety Bomb Squads. SSA Holt led the joint FBI and DOE/NNSA regional WMD response team, a team comprised of SABTs and select Public Safety Bomb Technician partners. SSA Holt was also certified as a Tactical SABT providing support to FBI SWAT operations during incidents involving known or suspected explosive threats.
In November 2015, SSA Holt was promoted to Supervisory SABT and transferred to CIRG, Counter-IED Section (CIEDS) as the program manager for the field based regional WMD response teams. In July 2018, SSA Holt was promoted to Unit Chief of the Render Safe Unit. As Chief of the Unit, SSA Holt was responsible for ensuring the readiness of the dedicated FBI resources responsible for responding to and mitigating a WMD threat or incident domestically. From August 2019 until May 2023, SSA Holt served as the Assistant Section Chief leading the five (5) sections of CIEDS, including the Hazardous Devices School.
SSA Holt is a graduate of Indiana State University, and prior to entering on duty with the FBI served as a police officer in Indiana for 13 years. SSA Holt attended the Hazardous Devices School while on the police department. SSA Holt resides in Northern Virginia with his wife and four (4) sons.
